Turn Off Horz scrolling on Folder List

How do you turn off the horz scrolling on the folder list ?
When I drag mail items into another folder the the pane side scrolls
and stays in the far right hand position making it hard to tell which
folder is which.

You can't - try dragging the windows wider so it needs to scroll less. You
can also use either copy (or cut) and paste or the move to (and copy to)
menus to move items around.
