"turn off computer" screen messed up

When I go to START>TURN OFF COMPUTER, the screen is
supposed to fade to black and white. But instead, the
screen becomes really messed up. How can I fix this?
Thanks.

For your information, I've already got the latest updates
and scanned with many virus and adware scanners and the
problem still persists.
 
Hi Godfrey:
From "Control Panel" select "Appearance and Themes" then select "Display".
In the "Display Properties" window select the "Settings" tab. In the "Color
Quality" box select " Highest (32 bit)". That should fix this problem.

Likely you don't have quite the proper drivers for the video card that
is in the PC. Visit the manufacturers web site for your video card and
download the drivers there.
