When you insert the disk and the pop up asks you what you want to do, select
the action you want then check the box marked "Always do the selected
action".

As HowardG said. Alternately, you can use TweakUI PowerToy to disable AutoPlay feature for CD/DVD drives.

Run TweakUI. Go to the Start menu, select programs, and look for a folder called PowerToys.
Expand the My Computer menu by clicking on the + to left of My Computer
Expand the Autoplay Menu
Select the Types Menu and deselect the Enable Autoplay for CD and DVD Drives option
