TS Admin Software Load Halt

I receive the following error message upon any attempts to
load software on one of my Terminal Servers when logged on:
" Only administrators have permission to add, remove, or
configure software during a terminal services remote
session "

Have tried the following:
Logged on as Domain Admin with Local Admin rights.
Logged on as Local Admin belonging ONLY to the
Administrators Group.
Logged on as the BUILT-ADMINISTRATOR.

All obvious policies appear correct.

I have found no record whatsoever anywhere on knowledge
base (having the error even while using a local admin
account). The error seems self-explanatory, but something
else is going on.

You are trying to install software from within an rdp session,
correct?

Make sure that you enable this setting in a Group Policy:

Computer configuration - Administrative templates - Windows
Components - Windows Installer
"Allow Terminal Server administrators to install software from a
remote client" (or something very similar, I'm translating from
Swedish).
