Trying to telnet to mail server

Friend is running WinXp home sp2 using outlook express for email and
has just gone from dialup to cable with optus. E-mail now doesn't work
with the 0x8000ccc0e error. I have deleted the email account and
created a new account. Disabled all firewalls and email scanning. These
were win xp firewall and Norton antivirus 2004 with no luck. I can't
even telnet into the mail server port 110, I get a connection failed
with firewalls disabled. I can ping the mailserver and can telnet into
the optus mail server on my computer which is on a different cable
connection. They can log into their web mail account. I have reset the
tcp-ip stack. I can ping the mail server. Any ideas or other places to
search?

Do you think it's local or the ISP end?

Try telnetting the POP3 server of any ISP other than Optus, e.g.
telnet mail.solnet.ch 110.

If you have any firewalls other than the WinXP firewall (e.g. ZoneAlarm),
uninstall them. Make sure once more that the WinXP firewall is turned
off while testing.

If your friend doesn't also have a firewall/router/gateway hardware
appliance it is foolhardy to disable all firewalls even for a short time.
Don't connect to the Internet for even a nanosecond without *something* in
place - the Windows firewall doesn't block any outbound ports, so you can
and should leave it enabled during any such testing, even if you've disabled
third party stuff.

As Pegasus suggested, you ought to try to telnet to *other* known good
servers - if he can do this, but not the Optus one, there's a problem with
that server or his connection, and he should probably call his ISP.

Resolved, the computer had to be turned off for longer than ??? 3
minutes for some reason. I found this in a micrsoft group thread from
some ISP support staff. No explanation was offered. It appears that a
simple reboot dosen't resolve it.
