Trying to limit display to partial area of screen

I have a Dell D600 that has a broken screen such that only the bottom 3/4 of
the screen is viewable. There is about an inch on top and on the left side
that is not viewable. Getting it repaired is almost as much as a new one
costs. Is it possible to have the full display show up on just the "good"
part of the screen. Thanks,

Unlikely.
You could hook it to an external monitor, of course...

If its the actual monitor you should be able to adjust the screen by using
the controls on the front of the monitor. If you use the controls on the
front of the monitor to manipulate the placement of the screen and no matter
where you move it or shrink it you still have those problem areas its
probably your graphics card or a cable not the monitor.
