Trying to empty a W2K recycle bin

I have a brand new build of Windows 2000 SP4, two days old. When the
enduser tries to empty the recycle bin, he gets the error, "Cannot
delete desktop: Access Denied. The source file may be in use."

Thinking he may be trying to delete an open file, I created empty .TXT
files to delete, but get the same message each time.

I've searched TechNet and various newsgroups, but I have not found
anything matching my situation. Anyone have any clues?

Right click the Recycle Bin and choose Explore. see what else is in
there. maybe an admin who had the access deleted a profile or something
and didn't empty it on his own. when the user trys they would get an error.

I logged on as local administrator and checked this. Nothing was
waiting. I also succesfully deleted a plain .TXT file without error.
I logged on as myself and did the same thing, no error. When I had the
user log in and delete a file he got an error. I logged in as the
local administrator and blew away his profile and rebooted the machine.
When I had the user log in again, creating a new profile, he got an
error when he tried to delete a .TXT file.
