Trusted Sites etc

One thing I liked about Server 2003 with IE6 is that it prompts you each
time if you want to include a particular website.
In XP, how can I creae this functionality?
The cool thing about this is that when a pop-up comes my way I can blacklist
it!

For blocking pop-ups, I use MSN or Yahoo or Google or Netscape toolbars for
IE.
In IE, if you go into tools-->internet options--> security tab-->click
limited websites, you can put website address there to control its access.
 
I don't get it. What does this toolbar do anyway?
It adds the offline/online icon but aside from that I don't get the
functionality prompt I am seeking which is found in WIN2003 Server IE6.
Also, can I uninstall this power tweak seeing it's not doing what I want it
to do?
 
OK the options I get in my security tab are: Internet; Local Intranet;
Trusted Sites & Restricted sites.
So where do you get this choice LIMITED WEBSITES then?
