trouble with windows xp and getting to secured sites

HELP ME. I have gone to several places and spent several
hours with tech suport and I still have the problem with
my computer. My Dell 4300 crashed 2 weeks ago. I had
parts replaced and am up and running. But there are some
things that will not work. 1.) I can get to my banking
page, but can not go to the actual secured banking page.
It is a secured site. I keep getting the page that
states "Page can not be displayed because serveris dowm
OR my browser settings need to be checked. I have done
the later. and I know the page is up and running.. My
settings are back to default and I have also had them at
numerous custom settings. I can go to my credit card
first page, but any page or site that requires my
password, pops up " Page can not be displayed....." I
have removed all programs and re-installed, did not help.
I can not get to system restore,it says and I get
messages back as to why programs and pages are not
working-- that are as follows:
WINSTA.DLL UPDATE,INF Cicerdulwnd Frame: OUTLOOK.exe
Getiums. and fianlly "dynamic link library
MSDART.DLL." IF ANYONE CAN HELP ME,PLEASE DO.I am to
the point of just buying a new computer,because I have
been down now 2-3 weeks. I am trying to run my husbands
trucking company, he passed away 4weeks ago (age 41) What
should I do???I hope this is the place to put this, I
have been around the world trying to get help. Thank you
