Trouble Making Form Unload

As long as I've been doing this I've never encountered this problem
before. I have only one form and no modules. When the program
starts, unless certain conditions are met I want to exit before
showing it.

I know you cannot unload a form from the Load procedure, so I put the
check and unload code in Activate. But, Activate never "activates"

How does one automatically unload a form?
