There are 4 users on my computer when I try to log on more than 2 at a time
the screen flashes back to the desktop of the last successful log on then
quickly goes back to the welcome screen then 9 times out of 10 when you try
to log off one user so another can log on the comp freezes at the saving your
settings screen. Any suggestions as to how to fix this problem will be
appreciated very much.

Try the following:

User Profile Hive Cleanup Service

Fast User Switching is a convenience, but at the expense of
system performance. The inactive profiles are hibernated. If
users frequently switch, it's OK. However, over time the PC
performance will degrade.
Personally, I would turn off Fast User Switching and make
each user do a true logoff when done using the PC. If you
use TaskMgr and check the PF meter, you'll see the current
loading on the computer.
Also, you can setup a Screen saver that will automatically
log off users after a period of inactivity. This prevents one user
from accidentally working in the wrong profile. This way the
PC should always be at the Welcome Screen.
