trouble closing queries and forms in Design View

I've encountered two problems closing queries and forms when more than one
user has a particular Access mdb file open.

1. When I create a new query that I just want to use once, but don't want to
save, Access won't let me close it without saving it first. Whether I'm in
Datasheet View or Design View, when I click the Close button in the upper
right corner of the query window, it doesn't ask me whether I want to save
my changes before closing. Instead, the Save As box appears and my only
choices are OK and Cancel. So in effect, I can't close the new query I just
created without saving it first. I experienced this when the mdb file was
in Access 97, and I'm still experiencing it in 2002.

2. If I open an existing form in Design view when someone else also has the
database open, and I try to close the form, I get the following message:

*** begin error message ***
Microsoft Access can't save design changes or save to a new database object
because another user has the file open. To save your design changes or to
save to a new object, you must have exclusive access to the file.
*** end error message ***

The only button that's available to click on the above error message is the
OK button, which closes the error dialog box, but leaves the form open. So
there's no way for me to close the form or even exit the appliction without
using Ctrl+Alt+Del.

I've only experienced problem #2 above in Access 2002, but I've experienced
problem #1 in both 97 and 2002 in two different mdb files.

Can anyone tell me what causes these two problems and what I can do to fix
them?

This is an addendum to my last message:

Problem #1 occurs when I have the database open exclusively.

Problem #2 only occurs when other users have the same database open.

I'm only experiencing these problems in two separate mdb files created in
Access 97, which I've inherited and converted to 2002. They haven't
occurred in my other mdb files.
