Trouble accessing 'programs' from 'start'

[ø¤°`°¤mikeø,¸,ø¤]

Windows XP sp2

When I left click "start" then left click 'programs' nothing opens.
If I right click programs I can see all the short cuts to the programs I
had for the past year or two.
Something happened to the shortcut from "start' to 'programs'

Anyone have any idea how to get back my path to programs.
Hope the explanation is precise enough.

I have tried what they suggested but to no avail.
I ran the regsvr32 /i shell32.dll
I changed the registry data as shown, but
There have been no changes.
