My Computer -- Tools --- Folder Options ---- View

Check "Show hidden files and folders"
Uncheck "Hide file extensions for known file types"
Is this a false
positive
Doubtful.

or a phantom virus?

Whatever in the hell that is :)

My Mistake: The file is: Windows\System\Nopi17.DLL
and it is in the System folder.

Can I safely delete it?

Yes, but have the AV software do so as it may have made changes to the OS or Registry and
the AV sofyware should undo those changes.
