trigger rule

How do you make/trigger a rule for outgoing mail? The rule wizard only makes
rules for incoming mail, but I want action to be taken when I send an email.
 
What version of Outlook are you using? Outlook has had outgoing rules since
at least OL2000 if not earlier
 
Outlook 2003. Where or how do I access them? For some reason I can't find
anything in the help system on this.

Start the Rules Wizard. Click New Rule, select Start with a blank rule,
then select Check messages after sending.
 
Start creating a rule and on first page select NOT to start from a
template. You then get to choose Incoming or Sending
