trapped in safe mode with system restore disabled

In Normal Mode I disabled system restore. Then I went into
Safe Mode. Because system restore is disabled, I always
return to Safe Mode no matter what I do. Booting with
command prompt or normal or anything else always returns
me to safe mode. How can I get back to Normal Mode?

Having System Restore disabled isn't why you can't get into Normal Mode.
One thing has nothing to do with the other. Some other problem is
preventing you from getting into Normal Mode. Unfortunately, you
haven't given any information so that people reading your post can
help. Post back with more information such as your computer specs, what
problems you've been having that caused you to disable System Restore,
etc., what you've done to troubleshoot, that sort of thing.

Disabling SR has nothing to do with whether you are booting Safe or
Normal mode.

Start - Run - MSConfig.exe
On the Boot.INI page uncheck /SAFEBOOT (and any other boxes too). Exit
and reboot to normal mode: there will be a message about 'System
Configuration'. Check the 'Do not show again' box and exit
