Trap access to registry key

[NOTE: I've run antivirus and antispyware...no luck]

I've noticed a sporadic system problem that seems to be triggered by
IE. CPU and Memory usage goes way up on one IE process (as shown by
Task Manager). IE's toolbars get rearranged.

Closing the non-responsive IE window brings back CPU and looks like it
recovers memory, but the registry entries for IE's toolbars remain
scrambled.

On advice from some here, I've moved everything out of the 'Downloaded
Program Files' folder. No help.

Now I'm thinking I could try to trap whatever is accessing the IE
Toolbar registry key. Maybe it's some plugin that does not reside in
the normal places.

Does anyone know of a program that can do this? (Trap changes to a
certain registry key). I can't think of anything else to try.

Not a trap but at http://www.sysinternals.com/ you can download and
run RegMon, with the proper filters (to clean up the output) you can
see what's going on.

RegMon http://www.sysinternals.com/utilities/regmon.html might also
check out FileMon
