Transparent Text in Excel Spreadsheet?

How about using WordArt?

Insert|object|WordArt
Or
View|toolbars|show the wordart toolbar

You can set the transparency level in that.

Also, some printers have this kind of watermark built into their options. You
may want to look there, too.
 
How do you put a transparent text image such as "CONFIDENTIAL"
in an Excel Spreadsheet. I want it to appear but I want to see the text
in the cells too.

You can do a fairly good job with the WordArt feature on the Drawing
Toolbar.........using one of the outlined fonts and formatting for "no fill
color" and making the outside lines lightweight..........you can even rotate
it to read on an angle..........it takes some experimenting to get what you
want........
