Transparent background

In PPT 2003, I have a small picture with a white background. The slide
has a tan background. How can I make the picture background
transparent? I tried the "Set Transparent Color" tool from the Picture
toolbar and nothing happened.
 
What type of image is it?

You might try this: right click > save image as > png. Then reinsert the
picture and use your transparent tool again...

Ungroup it (repeatedly if necessary) until you can select and delete the
background shape. If there's only an image, you should be able to use PPT's
transparency tool on that.
