I just bought a 2nd HD and my plan is to separate program files from data
files on two separate HD's. The letter assigned to the new HD is X:/ . How
can I transfer my "documents and settings" folder on X:/ so that from now on,
every new save prompt will redirect to this drive, also including booting
desktops, etc? I used TweakMCE to change the default "Recorded TV" folder of
Media Center.

You can't redirect the My Documents and Settings folder except during the
installation of the OS. You can redirect various folders under it, though,
such as My Documents, etc. The easiest way to do this is with TweakUI, one
of the MS powertoys. There is a section in it designate a different
location.

An error message informs you that you cannot move or rename the Documents
and Settings folder
