Transfer XP licence to another computer

Does anyone know if it is possible to remove Windows XP
from an old computer (I am donating it), remove the XP
licence and then re-install XP on a new computer and use
the same license number? Or do I need to get a new
license from Microsoft?

yes you can as long as it is not OEM license.
OEM is tied to the hardware it was installed on.
check your serial product number (IE -> Help -> About)
if OEM shows up in the product number you can not transfer

Assuming a retail license (OEM licenses are not transferable),
simply remove WinXP from the computer it is currently on, and install
it onto the new one. If it's been more than 120 days since you last
activated that specific Product Key, you'll most likely be able to
activate via the Internet without problem. If it's been less, you
might have to make a 5 minute phone call.
