If a document was created in Word 2003, then saved and sent to another
employee in an email, and that employee opens the email, saves it to their
hard drive, makes changes and attaches it to a new email and forwards it to
someone, can track changes be turned on for the first time and see the
changes that have been made to the original, or would the track changes
option have to had been set to do so before the changes were made?

The scenario you're thinking of won't work, because Track Changes must
be turned on while the changes are made.

If you still have the unchanged original, though, you can use the
Tools > Compare and Merge Documents command to compare the revised
copy to it. The differences will be shown as if they were tracked.
