Tracert getting "permission denied"

When I try to run tracert under a certain Windows account, I immediately
get a "Permission denied" response. Windows never even attempts to run
tracert ... tracert is simply not accessible to that Windows account.

If I log into the same Windows system as a different user, tracert works
fine.

How do I make tracert accessible to a specific Windows account?

Sorry, I mean to say "Access denied" ... but otherwise the issue is still
the same.
