Tough Question

I posed a "Data Validation Question" on 17 Dec and have had no response to
date. I take it there is no solution.

IMHO, this is one fantastic site. Solutions are normally forthcoming within
a few hours or less.

The question was tough because your requirements were poorly described.
Despite that you did get an answer to which you haven't responded.

I'm not sure why you didn't or can't see it, but you had a response from
Biff (T.Valko) about 35 minutes after you posted your question. Here is what
Biff responded to you with...

You should have told us what the condition is.

This will allow only No in B1 if the logical test is TRUE. If the logical
test is FALSE then it will allow only Yes or No.

=IF(logical_test,B1="No",OR(B1="Yes",B1="No"))
