TouchED Error

I get this message at startup:
Retrieval of "THotkey" failed
Error Code-0x00031402,0x00000002

Can somebody please help me?

THotkey is a utility that ships on some Toshiba laptops. Users have reported
that reinstalling TouchED causes the error to go away.
