Top Vorder not Publishing

This is my top border file html. It will not publish. I have had the host
reinstall the server extentions. I must get this published. Can someone help
me please!!
p.s. the admentor line is fine.

Run Tools | Recalculate Hyperlinks on your local copy, then do File Menu | Publish Web / Site and
select to publish Change Pages Only

I am doing this. Thanks will let you know if it works. My web has over 4,000
pages so it could take a really long time.

You have no borders at all indicated by this line:

<meta name="Microsoft Border" content="none">

Apply the border to the page, and republish.
