tooltips(?) messages

I don't know if what I'm talking about are called "tooltips", or something
else. I don't mind the ones that appear when you hover the mouse over the
icon and then immediately disappear when you move it away again, but I'm
talking about the larger ones that appear and don't disappear until I click
the "x" in the top right-hand corner - e.g. the one that appears when I've
connected to the Internet and tells me what speed etc I've connected at.
These are hugely annoying. How do you make them not appear in the first
place, please? Are they individual settings for the item concerned, or is
there a global setting?
