Toolbars overlapping each other

I previously had IE display the "Menu" toolbar on top, the "Address" toolbar
below that, the toolbar with the "Icons" to the right of the "Address"
toolbar. Below that, I had "Yahoo Companion" and below that, the "Google"
toolbar.

I came home last night and all were missing save the "Icon" toolbar.
Additionally, when IE was the top window on the screen, the taskbar is hidden
behind it. Also, the normal "Minimize, Maximize, and Close" buttons are now
in a "whited out box" in the upper right hand corner. Immediately below them
is a bar which displays the loading status of a page that is loading. and a
Windows flag logo next to them.

I right clicked the "Icon" toolbar and noticed the other toolbars were
turned off. I turned each of them on and now they're piled on top of one
another across two rows. The "Minimize, Maximize, and Close" buttons are
still up there whited out and the taskbar is still hidden behind the Explorer
window. I downloaded IE6 startup file from the Microsoft website and then
went into add/remove Windows components and removed IE. I tried
double-clicking on the install program to re-install IE6 and got an error
that a newer version was already on the machine and that it couldn't
continue. I went back into add/remove Windows components and re-checked IE
and it reinstalled IE back on the machine with the exact same problem (I
suspect it never actually removed it in the first place, thanks for that
Microsoft!).

I'm running WinXP Home on a Dell Inspiron 5100.

Can someone help me get IE back the way I had it originally?

The Windows Update menu text and it's corresponding URL is reset to factory
defaults.
