Toolbars Keep Jumping Around

How can I fix Outlook to leave my toolbars where I put them? Every time I
open Outlook, it wants to put them all on separate rows. Includes Acrobat
and a custom toolbar.

If you have already tried deleting outcmd.dat and it does not work, then
your problem is caused by badly behaving add-ins

I renamed the outcmd, but that didn't work. Everything was fine for at least
a year using the custom add-in (adds HTML header and footer like
stationary). I think it was the acrobat 7 I added or MapPoint 2004 that is
causing the problem. I have had more problems with MapPoint than any other
add-in in Outlook (the icon keeps changing and the program shuts down
Outlook quite regularly before I decide to reformat and start again about a
month ago).

I don't know if creating a new profile will help if it is an Acrobat issue.
