toolbar, toolbar, toolbar !!!!

What in the world has happened to the toolbar???? I just have a blank page
in front of me with the words "Menu" "Insert" "Page Layout" etc. at the top.
I press menu and a box drops down where I can change the font to bold. I
used to be able to do this with one click in 2003. How do I get this
fixed?!?!?!?!?!?
