Toolbar names point to incorrect Toolbars

When selecting Toolbars under View menu, there are
several additional toolbars available: Norton, Adobe,
PopUpCop. When de-selecting a toolbar, another toolbar
disappears, like some internal programmed index is off.

For example, the Norton toolbar disappears when de-
selecting the Adobe toolbar. Is this a program bug, or
issue with one of the third-party software programs?
Internet Explorer toolbars are functioning properly when
removed/added.

I actually tried that once and it didn't actually fix the problem. Here is
