Toolbar Changes In Word/Outlook Email Won't Stick

I'm using 2003 XP and in Outlook, using the HTML format and "use Word to edit
and read" email.

There are Adobe Toolbars that won't come off, no matter how many times I
remove it, and the reviewing and mail merge toolbar won't stay. Also, if i
change the position of the toolbars, that doesn't hold either.

This is a new computer that came with the software preinstalled.
