How/where do I change the background pattern of toolbars?

Add a Background Bitmap to the Internet Explorer Toolbar (All Windows):

Using the wizard: Internet Explorer 5 Toolbar Wallpaper:
http://www.microsoft.com/windows/ie/previous/webaccess/tbwlpapr.asp
(Works fine in IE6 as well)

I am most thankful. Built new machine and transferred
settings from old machine. I couldn't remember how to get
rid of the toolbar wallpaper!
