Toolbar at bottom of main page

How do you decrease the width of the toolbar. A few days
ago my toolbar held all the icons on the left and right
side of the screen. Today for some reason there is an
extra line below the start key on the left and all of the
icons on the right are grouped in three's and have three
separate lines. How can this be fixed to the way it was.
