Is there a way to save all the settings on the Tools:Option when a workbook
is started, then reset them when a workbook is closed?

When you check or uncheck items in the Tools>Options dialog boxes and then
click OK, you have saved them. However, they can be changed
programmatically. If you do not have an code that includes changes to any of
the settings they should not change until you manually or progammatically
reset them.
