Tool for viewing what process has file open?

Is there a tool that can list open files. Not the smb type, the files locked
by an application or process?

There's no tool that ships with the OS, but you might want to check out the
free tools at sysinternals.com. Handle.exe is a cmdline tool and Process
Explorer is GUI-based.
