Tool Bar

I'm working on an existing database that I did not create and the tool bar is
hiding accessability to accessing the toolbox along with other tools. Can
someone help me figure out how to access that? NOTE: In the VIEW drop down,
the toolbox is grayed out...hence not able to access.
