Too many user accounts?

I just tried to add a 5th user account (a Limited account) to the
login screen of my Windows XP Professional computer, using Control
Panel-->User Accounts--Create A New Account. The new account name
does show up on the Welcome Screen, but when I click on it, nothing
happens. The other accounts work fine. If I log in as the
administrator and go to C:\Documents and Settings, I do not see a
folder for the new account listed there. I then tried setting up the
account by adding a new local user in Computer Management, but it did
the same thing. I also tried this on another computer, and the same
thing happened.

Is there a limit to the number of user accounts that can be created in
WinXP Pro, or is there some setting that needs to be adjusted to
increase this number?

I have 9 accounts plus the default Administrator (hidden)
and the default ( MS backdoors) in my XP Pro.
