toggling between programs

This is very recent happening. To toggle or use the tool bar I cannot go between some programs without minimizing the program I was using. In this case it is going between AOl and Word Perfect. It happens, also, if I am using a third program. However, to go from WP or the third program to AOL toggling or using the tool bar works. What should I do in order to get it so that toggling works both ways instead of just one?
 
ALT+TAB toggles you between open windows. if there is not
an open window then it gives you the option to shutdown.

Can you define "toggling"? Do you mean using mouse to activate a background
/inactive application or using the keyboard's Alt+tab keys?
