"toast" popups with start menu located on the side

I have the start menu located on the side of my screen
instead of the bottom. When a "toast" message pops up, it
just flies right off the top of the screen and then falls
down off the bottom of the screen, too fast to read. If I
move the start menu back to the normal position at the
bottom of the screen, it works fine.

This is a known bug, you have place the Taskbar back at the bottom for it to
stop happening. Unless you want to use the XP Power Toy Alt-Tab Utility to
see the notification with the taskbar at the side:
