To start Terminal service Licensing on domain member

Presently I have a Win 2000 advance server who is a member
of a domain. Due to some application requirement, I need
to install the terminal services and this also require the
Terminal service Licensing. Due to that this server is not
a domain controller, the system does not allow me to start
the Terminal service Licensing services. Is there any work
around or must the service be started in the domain
controller?

ok my friend maybe the problem is that u need to install
the sofware for the client but first download the t.s
first and then download the software for the client

i hope it works
