timed out

when we try to upload our website we keep getting the message '425-unable to
build connection: connectioned timed out
Does anyone know what this means and what we can do to rectify the fault
please?
 
Googling for that message comes up with a slew of responses...find one that
fits your situation. Could be a firewall issue, ISP restriction, or others.
