time synch XPSP2

When I try to do a time synch manually I get an error message: . . . "The
time sample was rejected because: The peer's stratum is less than the
host's stratum."

I tried looking it up at Microsoft and came up with nothing. I don't know
if this occurs on autoupdate or not. Time, date, year, etc. set correctly.
Any ideas?

Use this time server: time-c.timefreq.bldrdoc.gov
Evidently microsoft's server is having problems.
