Time sync problem

I am currently have some diffulculty with a server that keeps setting its
time back an hour. The timezone is est. and the machine is part of an active
directory domain. The event log has the following:

type: information
source: w32tm
event id: 593

time service corrected the clock error by 3597 seconds

could this be a hardware problem?

Sounds like daylight savings is NOT enabled.

The wierd thing is that DST is enabled. What I did to get around this is
stop the w32time service, once stopped the time remained properly set. Not
sure why that would be causing this though. We have a lot of servers that
are running fine, not sure why this one would be failing...
