time ranges

hi, I'm currently using ==COUNTIF(F:F,"1:00 PM") to find
all the instances of 1:00 PM in my f column of my
spreadsheet. What i'm wondering is if there is anyway I
can count all the instances of ranges like all the times
that fall in between 1 pm - 5 pm. Anyone know how?

=COUNTIF(F2:F100,">=13:00")-COUNTIF(F2:F100,">17:00")
