Hello all,
Does anyone know of a utility/service that will allow me to throttle how
much cpu time a specific process can use?
For example a program that will let me tell it that the xyz.exe process in
task manager can only ever use 40% of the cpu time.

You can't limit CPU, but you can lower the priority.
In task manager under processes, right click on the
process, select set priority, set it to low. Now
anything else that needs CPU will get it first.

You are correct if you are referring to XP out of the box. But, you can
throttle cpu usage with programs that install as a service. One example is
ThreadMaster but I am looking for something better....
