I am running Windows XP Home Edition. I am a single user
not on a network. I am the only user. My problem: When
i try to go into Internet Options from Internet Explorer
Browser I get this message: "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator." I have not
made any changes to my computer except for installing
Yahoo! Messenger.
Any assistance would be greatly appreciated.

You could uninstall Yahoo Messenger and see if that's the culprit OR, if
you have Spybot installed, uncheck the " Lock IE control panel against
opening from within IE ... " box.
