This might be silly, but I get a rounding error Excel 2007

if you take a look at the copy from excel where 4 cells are multiplied by
4.25 and then summed I come up with 398.61 yet when these numbers are punched
in directly I come up with 398.62. I've pushed the amounts put through
formating extra decimal points and I'm still lost.

You have demonstrated that the rounded sum of numbers may differ slightly
from the sum of rounded numbers. That is quite common. You just have to
determine which calculation is more appropriate in your application.

You're formula for "Total" probably looks like C7*D7. Excel will display this
with two decimal places if you wish but the actual value will be preserved.
If you want to actually have the displayed value, use ROUND(C7*D7,2) instead.
The two indicates the number of decimals desired.
