Why can a rule not be applied to a whole account, but only to a group?

I mean a news group, like 'microsoft.public.windows.mail'

I have many news groups and it is very cumbersome to have to apply a rule to
each individual group.
So I select the account containing all groups when I want to apply a rule,
but then the apply button appears greyed out.

In the meantime I found the solution.
I had overlooked that I had to press select (again) in some vague window...
