is the safe position to run the fan speed indicator at?

It's relative to the rest of the system airflow and how long
you want/need it to last.

In a case with poor airflow the fan should be set higher,
but good airflow will allow lower fan speed with similar
flow rate. Either way the lifespan of the PSU depends on
how cool you keep it, if you prefer shorter life but quieter
operation that's your decision to make.

Generally speaking if the exhaust feels more than a little
warm I'd increase the fan speed and/or increase case air
intake.
